November 2, Quito, Ecuador (ANI): El Telegrafo, a Spanish-language daily
newspaper in Ecuador, claimed that at least five police officers were
killed in gang warfare wracked the coastal provinces of Guayas and
Esmeraldas in Ecuador. As a result, President Guillermo Lasso declared a
state of emergency in the two areas.

Tuesday, Lasso declared the State of Exception in Guayas and Esmeraldas
following the incident.
The President referred to these actions as “sabotage and terrorism” during
the press conference. According to El Telegrafo, he declared that “they
constitute a declaration of war against the Government and you, the
Citizens.”
