As part of rapid but careful efforts to make the sole regional capital held
by Russia habitable after months of occupation, Ukrainian police officers
returned to the city of Kherson in the south on Saturday after the pullout
of Russian forces. Yet another government official has called the city a
“humanitarian catastrophe.”
After a night of celebration, Ukrainians awoke to the news that Russian
troops had retreated across the Dnieper River from Kherson. For public
safety, the Ukrainian armed forces have claimed to be monitoring
“stabilization efforts” in and around the city.
