Instead, North Korea has strengthened its ballistic missile program and
conducted a record-breaking testing regime of numerous weapons this year,
including intercontinental ballistic missiles meant to strike the U.S.
mainland. There is speculation that it would soon lift a self-imposed ban
on nuclear weapon testing that has been in place for the past five years.
