A top Ukrainian official said on Saturday that Moscow has not formally
approached Kyiv about peace negotiations but that Russia would need to
entirely withdraw its forces for talks to take place.
Ukrainian presidential chief of staff Andriy Yermak said in English remarks
delivered via video link at the Halifax International Security Forum that
“we have not any official application from the Russian side concerning…

He firmly stated that negotiations outside Ukraine’s internationally
recognized borders would be “unacceptable.”
